I love your article. To say i am sick of hearing that rain or overcast weather is “miserable”, “horrible”, “gloomy” is an understatement. The obsession with constant sunshine is sad and pathetic. Well Pat, you got your wish…lol California especially has a very bad drought.
That being said, i believe the proverb is referring to weather metaphorically.
My interpretation was: “Do not pray when things are bad, if you don not pray when life is good.”
